Can I book my luggage on Domestic Flight for my international flight?

I’m am going from the US to Dubai from Houston, TX. I’m going from Dallas to Houston first (its an independent flight from my International flight) I wanted to know if i can book my luggage fro Houston-to-Dubai flight from the Dallas-to-Houston flight. Or do i have to take my luggage from baggage claim at Houston Airport and book it again for the flight from Houston to Dubai.
