This is checked luggage, not a carry-on. Does it matter how small the checked luggage is?

    Luggage only maximum so you should be fine.
    Luggage restrictions have never seen minimum size for checked or carryon luggage only maximum so you should be alright in general airlines are concerned about having piece of luggage restrictions.
